DRAFT MINUTES FOR APRIL 14, 2026, SUPERVISORS MEETING
SPLIT ROCK TOWNSHIP
The Board of Supervisors of Split Rock Township, Minnehaha County, South Dakota,
convened on Tuesday, April 14th, 2026, at the Split Rock Township Fire Station located at
7201 E. Arrowhead Parkway, Sioux Falls, South Dakota. Supervisors Todd Egge, Rich
Steffen, and Marvin Manifold were present, along with Kevin Callies (Treasurer), Brenda
Nolz (Clerk), and Legal Counsel Lisa Marso.
The meeting was called to order by Marvin Manifold at 7:30 p.m. Following the Pledge of
Allegiance, Rich Steffen moved to approve the agenda, which was seconded by Todd Egge
and carried. Todd Egge then moved to approve the minutes from the March 9, 2026,
meeting, with a second by Rich Steffen. The motion carried.
TREASURER’S REPORT
March 2026 – The general fund and debit card balance as of March 31 st , 2026 was
$111,588. Deposits for March were General Fund $9,872, Fire fund $2,813, Front Foot
Assessments $6,586, Secondary Road Capital Fund $227, and Interest $1,064.
March expenses were Contracted Services $5,950, Equipment & Vehicles $7,869, Insurance
$24,209, Office Supplies $386, Payroll & Payroll Liabilities $13,171, Professional Fees
$2,532, Utilities & Phones $706 totaling $54,823. Changes in A/P and P/R Liabilities ($5)
and Interest from CD & Savings Account $(1,063) for an ending balance of $76,260
Investments $707,263 and Savings held for developments $232,815 for an ending balance
of $1,016,338. Rich Steffen moved to approve the Treasurer Report, which was seconded by
Todd Egge and carried.
OLD BUSINESS
267th Street Project Closeout
Ryan from DGR delivered an update regarding the 267th Street project. He confirmed that
the project is ready for closure, and he will prepare the final documents necessary for
signing and officially closing out the project.
Kim Circle: According to Ryan from DGR, Sam Assam has requested that no modifications
be made to his property. Ryan will check if the property to the north could serve as an
alternative, though this would require three times as much blading. He has a meeting
scheduled this week to discuss the matter further.
NEW BUSINESS
Re-Bid for gravel and hauling– New bid date set for May 4 th , 2026, for 9am.
Quartzite Development
The Township will maintain ongoing monitoring of traffic volumes on roads within the
Quartzite development. Currently, traffic levels remain steady, averaging approximately
150 to 200 vehicles per day. Additionally, Gregg Johnson noted that Arrowhead
Construction is scheduled to commence on April 20, 2026.
Indian Hills Development
Troy Geyer proposed implementing dust control measures at a reduced rate of 50%. They
have visited with 8 of the 14 property owners: all support this proposal. There were 7
individuals present at the meeting; all were in favor of the 50% application this year. Don
Bonenberger asked if there was an issue as to the quality of the gravel. The elected officials
noted the gravel is not what they had hoped it to be and they are working on different
gravel. The Township will use half rate application this year per the residents’ request.
Stoakes
Lisa Marso has received a petition from residents of Stoakes requesting to be reinstated into
the Township. The residents are proposing a contribution of $6,500 to help offset associated
costs with anticipated road maintenance. Information about any agreement with Sioux Falls
was requested as well as front footage contributions had the road been a part of the
Township when paved. Kevin Callies will review front footage assessments and compile
relevant data, which will be included on next month's agenda for further discussion.
E Maple from Rice St East to North Oakview Pl
Lisa Marso received a notice that there is a request to Sioux Falls from the Knochenmus
family to vacate an easement.
Purple Wave Auction
Marv Manifold reported that eight items were auctioned, projecting a revenue of
approximately $25,000.
ELECTED OFFICIALS UPDATE
Township Pancake Feed: May 3, 2026, 8am–1pm, Split Rock Fire Station.
Homeowners get one free Landfill Pass per year; need your driver’s license.
Kevin Callies requested traffic counts for Maple.
Kevin Callies, Rich Steffen and Marv Manifold attended the Minnehaha County
Township Meeting.
PUBLIC COMMENTS
Virgil Stensland reported that the culvert in front of his residence has washed out and
requires attention.
Ryan B, representing Indian Hills, provided remarks concerning the gravel and also
addressed issues related to Maple Street. Kevin Callies noted that paving Maple Street
would necessitate Federal Funding, as the estimated cost is approximately $20 million.
Nicole Smith from Indian Hills stated she had been informed Maple Street would be paved.
Lisa Marso clarified that there was no commitment by either the County or Township to
proceed with paving the road. The Township has been trying for over 10 years to get it
paved/have the County take over the road.
Troy Geyer inquired about the possibility of blacktopping Maple Road. Lisa Marso
responded that such a project would be at least $3 million as there are ditch and grading
issues; moreover, just doing a “simpler” blacktop could cause safter issues.
APPROVAL OF BILLS AND ADJOURNMENT
Rich Steffen moved to approve the bills; Todd Egge seconded, and the motion passed. Rich
Steffen then moved to adjourn, also seconded by Todd Egge. The meeting ended at 8:20 p.m.

MINUTES FOR MARCH 31, 2026, SUPERVISORS MEETING
SPLIT ROCK TOWNSHIP
The Board of Supervisors of Split Rock Township, Minnehaha County, South Dakota,
convened on Tuesday, March 31, 2026, at the Split Rock Township Fire Station located at
7201 E. Arrowhead Parkway, Sioux Falls, South Dakota. Supervisors Todd Egge, Rich
Steffen, and Marvin Manifold were present, along with Kevin Callies (Treasurer), Brenda
Nolz (Clerk), and Legal Counsel Lisa Marso.
The meeting was called to order by Marvin Manifold at 7:30 p.m. Following the Pledge of
Allegiance, Rich Steffen moved to approve the agenda, which was seconded by Todd Egge
and carried. Todd Egge then moved to approve the minutes from the March 9, 2026,
meeting, with a second by Rich Steffen. The motion carried.
OLD BUSINESS
267th Street: Completion of 267th Street is nearing.
Kim Circle: The Township is currently awaiting further action from DGR. Approval to post
bids for the project has not been granted at this time.
NEW BUSINESS
Bids – Gravel, Dust Control, Hauling, Rip Rap, and Tree Removal: The Board reviewed bids
for gravel, dust control, hauling, rip rap, and tree removal projects within the Township. The
following actions were taken:
The gravel bid did not meet the required specifications and will be re-bid to ensure
compliance with Township standards.
As to dust control, Rich Steffen moved to accept the bid of Bumblebee-Gibson Inc. as the
lowest responsible bidder, Todd Egge seconded, and the motion carried.
The hauling bid will be re-bid.
As to rip rap, Rich Steffen move to accept the bid of Mitchell Quarry as the lowest
responsible bidder, Todd Egge seconded, and the motion carried.
As to tree removal, Todd Egge moved to accept the bid of Andy’s Tree Service as the
lowest responsible bidder, Rich Steffen seconded, and the motion carried.
Quartzite Development
The Township will continue to monitor traffic volumes on roads within the Quartzite
development. At this time, there is insufficient information to close the road due to safety
issues, however, the Supervisors will continue to monitor the situation as construction
continues. A resident of the development suggested closing the development at Veterans
Highway should the road be closed in the future; this suggestion was supported by a lot of
individuals with no one speaking out against it.
Indian Hills Development
The recommendation is to reduce the dust control application rate to one half. The
Supervisors may do so.
ELECTED OFFICIALS UPDATE
The Township has received feedback indicating residents are satisfied with the blading
work being performed on gravel roads.
Car counts continue to be monitored in the Split Rock Heights development in preparation
for upcoming road construction.

APPROVAL OF BILLS AND ADJOURNMENT
Rich Steffen moved to approve payment of bills, with a second by Todd Egge. The motion
carried. Rich Steffen then moved to adjourn the meeting, which was seconded by Todd Egge,
and the motion carried. The meeting was adjourned at 8:00 p.m.

MINUTES FOR March 9th, 2026, SUPERVISORS MEETING
SPLIT ROCK TOWNSHIP
The Board of Supervisors of Split Rock Township, Minnehaha County, South Dakota met on Monday, March 9th, 2026, at the Split
Rock Township Fire Station at 7201 E Arrowhead Parkway, Sioux Falls, SD. Members present were Supervisors Todd Egge, Rich
Steffen and Marvin Manifold. Also in attendance were Kevin Callies, Treasurer, Clerk- Brenda Nolz and Legal Counsel Lisa Marso.
Todd called the meeting to order at 7:30 p.m. Following the Pledge of Allegiance, Todd made a motion to approve the agenda with
a second by Rich. Motion carried. Rich made a motion to approve the Feb 24 th minutes with a second by Todd. Motion carried
Treasurer’s Report: February 2026 -The general fund and debit card balance as of February 2026 was $139,531. Deposits for
January were General Fund $26,992, Fire Fund $ 1,395, Front Foot Assessments $ 3,035, Secondary Road Capital Fund $112 and
Interest $16,919.
February expenses were Ambulance Contract, $3,600, Contracted Services $2,302, Road Stabilization/Dust Suppressant $3,701, Fire
Department (Splitrock) $42,500, Payroll & Payroll Liabilities $1,475, Professional Fees $1,447, Utilities & Phones $630, Repairs &
Maintenance $89, Road Mat’l $1,818 and Office Supplies $1,772 for a total of $59,335. This plus changes in A/P and P/R Liabilities
of $145 for an ending balance of $111,588. This plus investments of $707,263 and Savings Held for Developments $231,752 for an
ending balance of $1,050,603. Rich made a motion to approve the Treasurer’s Report with a second by Todd. Motion carried.
Oath of Office: Lisa Marso-Legal Counsel sworn in Supervisor Rich Steffen, Treasurer Kevin Callies and Brenda Nolz Clerk.
Old Business: 267 th Street Waiting to hear back from Ryan at DGR Engineering
Kim Circle- Todd and Rich met with DGR Engineering to look at the plans they are working on for Kim Circle. All the information
needs to be sent to Eric Willadson.
S. Stoakes Ave –Still waiting for a petition
New Business:
Bids – Gravel, Dust Control, Hauling, Rip Rap and Tree removal – These notices have been placed in the Brandon Journal and Argus.
Bids are due back by March 31 st at 11:00 a.m. Todd will be available at that time for any questions. Bids will be opened at 11a.m and
will be announced at 7:30pm at the Split Rock Township Meeting.
Equalization Appeals – Meeting will be held on Monday March 16 th at 7 p.m.
Elected Officials update: They will be blading on some of Township roads on Friday.
Speed signs will be moved to the Split Rock Heights development on Tuesday.
Marv met with the auction company and 8 items will go up for bid in April.
Todd and Kevin went to the Crisis Management Training for floods and tornadoes.
Open Meeting Laws: Lisa Marso-Legal Counsel provided the elected officials with the annual required open meeting law training.
Public Comments: Gregg Johnson inquired about the Arrowhead Construction and when that will start. Speed bumps will be placed
in Split Rock Development again.
Todd made a motion to pay bills with a second by Rich. Motion carried. Todd made a motion to adjourn the meeting with a second
by Rich. The meeting was adjourned at 8:10 p.m.

MINUTES FOR FEBRUARY 24, 2026 SUPERVISORS MEETING
SPLIT ROCK TOWNSHIP
The Board of Supervisors of Split Rock Township, Minnehaha County, South Dakota met on Tuesday,
February 24, 2026 at the Split Rock Township Fire Station at 7201 E Arrowhead Parkway, Sioux Falls, SD.
Members present were Supervisors Todd Egge and Marvin Manifold. Also in attendance were Kevin
Callies, Treasurer and Clerk- Pam Kolseth. Supervisor Rich Steffen and Legal Counsel Lisa Marso were
absent.
Marvin called the meeting to order at 7:30 p.m. Following the Pledge of Allegiance, Todd made a
motion to approve the agenda with a second by Marvin. Motion carried. Todd made a motion to
approve the Feb 10 th minutes with a second by Marvin. Motion carried
Treasurer’s Report: None
Old Business: 267 th Street The balance of this project will be the seeding scheduled for April.
Kim Circle- Todd and Rich met with DGR Engineering to look at the plans they are working on for Kim
Circle. More will be discussed at the March 10 th meeting
S. Stoakes Ave –This will be moved to the March 10 th meeting. The township is awaiting a petition of
intent by the homeowners.
Bids – Gravel, Dust Control, Hauling, Rip Rap and Tree removal – These notices have been placed in the
Brandon Journal and Argus. Pam has called direct to some of the companies that have bid in the past to
share the information. Bids are due back by March 31 st at 11:00 a.m.
New Business:
Annual Meeting A short discussion of some of the items for the annual meeting were discussed. It is
scheduled for Tuesday, March 3 rd at 7:00 p.m.
Ambulance Contract – Todd made a motion with a second by Marvin to approve the Medstar
Ambulance Contract in the amount of $ 3600 for 2026. Motion carried.
SRFD Funding Request – Dustin Preheim with the Split Rock Fire Department requested $ 98,000 in
funds for the Department and also an additional $ 50,000 for fire truck equipment that is currently
being built. This will be discussed at the annual meeting.
Bond Requirements: Kevin explained the bond requirements. Split Rock has the legal requirement of
minimum required bond by South Dakota law of $ 200,000 for both Clerk and Treasurer through South
Dakota Association of Towns and Townships (SDATAT) bond alliance. Additional insurance through
EMC. Split Rock has a $ 10,000 bond for the clerk and $ 600,000 for treasurer. Between the two bond
applications, Split Rock Clerk is bonded for a total of $ 210,000 and Treasurer overall total is $ 800,000.
After discussion supervisors agreed that no changes to total amount of bonds were needed.

adjourn the meeting with a second by Marvin. The meeting was adjourned at 8:30 p.m.
